North Devon Council and Torridge District Council have worked together in partnership with Sport England and the National Governing Bodies for Football, Rugby Union, Cricket, Hockey and Bowls to develop a Playing Pitch Strategy for the area.

The Vision for the Strategy is:

“To fully understand the quantity and quality of our current stock of playing pitches and changing provision to ensure that we: Protect the facilities that are used and valued by our current population; Provide new facilities in the right locations to cater for increased demand and population; and Enhance facilities to ensure that quality meets twenty-first century expectations and attracts new and existing users.”

The Strategy provides a framework for ensuring the development, and sustainability, of larger urban pitch sport sites, which are capable of providing a range of opportunities for all members of the community, whilst also protecting the network of smaller, single pitch sport sites in rural areas which help to sustain the very fabric of village life.

In exercise of the power under section 59 of the Anti-social Behaviour, Crime and Policing Act 2014, the North Devon District Council proposes to make a Public Spaces Protection Order in relation to the Pannier Market, Barnstaple  EX31 1BW (the Restricted Area) as outlined in red on the location plan.

Under section 72 of the 2014 Act, the Council must carry out the necessary consultation before making a Public Spaces Protection Order.

Barnstaple Pannier Market - Public Spaces Protection Order

North Devon Council owns and operates Barnstaple Pannier Market, an iconic undercover market situated in the heart of Barnstaple town centre. The larger pannier market building contains a public right of way through the centre of the building, which remains permanently accessible and so leaves the market hall accessible at all hours. This accessibility enables undesirable activities to occur in the pannier market overnight. These activities  including the consumption of alcohol and drugs, littering, ball games, skateboarding, sleeping and urinating and defecating have occurred persistently over time and have a detrimental impact on the pannier market and surrounding areas.

North Devon Council aims to provide public conveniences at the right location, time of day and season to meet customer needs.  The council aspires to profile the main tourist areas, town centres, and parks and open spaces to assess need and value for money.    
 
As public funding reduces, the Council have reviewed cost and usage of all public conveniences in it's ownership. Data suggests that the facility at Cove Road Ilfracombe is not widely used, and usage has been steadily declining over recent years.    As there are newer facilities relatively nearby, we propose to close the public convenience at Cove Road, and are now consulting on this proposed closure.

South Molton Infant School - change the age range to 5-11 years (becoming a Primary School rather than an Infant School) on its existing site with capacity for 210 pupils with potential to expand over time.  The long term strategy will be for the school to take pupils aged 2-11.
 
South Molton Junior School - change the age range to 5-11 (becoming a Primary School rather than a Junior School) and relocation to a new school site with capacity for 210 pupils with potential to expand over time.  The school will be built for pupils aged 2-11.
 
which will enable the establishment of two primary schools in South Molton.

Devon County Council is consulting on the proposed admission arrangements for Devon schools for the 2016-17 academic year.  They are provided as part of the process for determining - considering, amending, agreeing and finalising - the arrangements which will be used for admission into all schools in the Devon Local Authority area (all of the County of Devon except for those parts within Plymouth City Council and Torbay Council's areas).  Admission arrangements will be determined by 15 April 2015 by the Cabinet of Devon County Council, or for schools which are their own admission authority, the schools themselves.

Pupil numbers at Pyworthy School have fallen over recent years and the forecast data for in-area children shows pupil numbers are likely to fall further.  Delivering a full and balanced curriculum and the ability to fulfil age-related expectations is difficult with such a decreasing number of children.  In addition, there will also be a need for an academy sponsor to be part of any future plans for the school to improve its performance and sustainability.  The Governing Body has considered the options available and would now like to proceed to consult on the future of the school, which may result in a decision to close the school.

An Information Session is being held at Pyworthy Village Hall on 14 January 2015 at 3:30pm - 6:30pm.
